OAK RIDGE, TN – Navarro Research and Engineering, Inc. was recently awarded the third iteration of the National Aeronautics and Space Administration’s (NASA) Environmental Compliance and Operations contract (ECO3). Under this agreement, Navarro will continue to provide environmental services to NASA’s White Sands Test Facility in Las Cruces, New Mexico. The 5-year contract has a ceiling value of $80M.

Established in 1963, White Sands is one of NASA’s primary facilities for testing rocket propulsion systems in support of human spaceflight programs. The site also tests potentially hazardous materials and other space flight components. It is managed by the Lyndon B. Johnson Space Center in Houston, Texas.

Navarro currently serves as the prime contractor responsible for site-wide environmental remediation, groundwater monitoring and restoration, sustainability program operations, multi-media environmental compliance, and general environmental program and project management activities under the ECO2 contract. The follow-on contract (ECO3) is set to begin June 1, 2023 and will encompass many of the same responsibilities.

In 2018, the Johnson Space Center named Navarro its Small Business Prime Contractor of the Year in recognition of innovations that optimized the site’s Pump & Treat systems and accelerated groundwater remediation through increased capture of contaminants. Navarro’s “Targeted Mobile Remediation Process” facilitated the extraction and treatment of an additional 900,000 gallons of contaminated groundwater and increased the rate of contaminant mass removal in some areas of the contaminant plume by 200%. This innovation represented “Significant Value Added” to NASA’s environmental mission at the site.
