OAK RIDGE, TN (March, 2025) – Navarro is proud to announce our new Vice President of Project Management, Shayne Farrell.

Through his new role, Shayne will be providing his subject matter expertise in the areas of project management and capital construction to Navarro clients across the DOE Complex. His role will include participation in DOE-Headquarters sponsored independent project and peer reviews, mentoring and support to Federal Project Directors and providing DOE project management expertise to Navarro contract work.

Shayne Farrell has over 38 years of management and nuclear engineering experience with the U.S. Department of Energy (DOE), Department of Defense (DOD) and the private sector, since retirement from DOE, in May 2022. He is a recognized leader in project/program management, budget and contract management, leadership and supervision, and has participated in numerous Independent Cost Estimates (ICEs), Independent Cost Reviews (ICRs), External Independent Reviews (EIRs)and Project Peer Reviews (PPRs) across the DOE complex.

Prior to Navarro, Shayne served as a Program Manager for Professional Project Services, Inc., supporting the Oak Ridge Environmental Management (OREM) Office, providing project/project management and Federal Project Director support.

Before he retired from Federal Service, he was a Certified DOE Level IV Federal Project Director (FPD) and served concurrently as the FPD for three Saltstone Disposal Unit Projects and Deputy FPD for the Salt Waste Processing Facility (SWPF), at the Savannah River Site (SRS). He was responsible for full project lifecycle, including design, procurement, construction and start-up of multiple, complex nuclear projects with over $3 billion of total project cost.

Shayne also served as the Acting FPD for the Safety Significant Confinement Ventilation System (SSCVS), Utility Shaft (US) and Hoisting Capability (HC) capital asset projects at the Waste Isolation Pilot Plant (WIPP).

He holds a Bachelor of Science degree in Marine Engineering from the United States Merchant Marine Academy and is a retired Lieutenant Commander in the United States Naval Reserve.

Shayne is very active in the South Carolina community and serves as the Current President of the Board of Directors of Leadership Aiken County.  He has also previously served on the Board of Directors for four non-profit agencies in Aiken County, SC, and annually represents the U. S. Merchant Marine at the Fort Jackson, SC. Wreaths Across America Ceremony each December.
